I thought there was already a law in place
If not a law then terms with the bank the retailer uses to process payments.
I believe that you could only take payment for good when you know you can deliver them, if not then you can only get authorisation on the card.
Also always pay online with a credit card and not a debit card. This means you can make a claim with the credit card company if the retailer f**ks you over.
