You need a high voltage supply of electricity, something to act as a capacitor (you want to store all that leccy up and release it in one vigorous money shot), a couple of mirrors and some lasing material. From what I gather you can use air as a lasing material. Bonus, as that's quite cheap.

It's horrifically dangerous, and you'll end up either blind or dead.
