In answer to the first question, I would argue it was not Walker who put together the 92/93 team but Dave Stringer.
Walker certainly made shrewd signings in the form of Robins and Megson but the majority of the squad had played together for many years under Stringer and therefore had an excellent knowledge of how they each played.
I think that was the key to the team doing so well, that and the fact there were an awful lot of under-rated guys like Bowen, Culverhouse, Gunn etc.
Back in the late 80s and early 90s Norwich had a superb scouting network and youth system, and this helped in bringing through top youngsters like Sutton and Fox.
The bigger clubs were way behind us in that respect, although they've obviously more than caught up in recent years.

As for biggest impact signing as a Premier League Club...has to be Mark Robins after the debut hattrick at Arsenal.
