If City are Actually Considering Manager Poaching

Why not look at Paul Tisdale from Exeter? Youngish, knows the lower reaches of football, and most importantly has actually been successful. What other manager mentioned has got successive promotions the last 2 years? Why is this guy not getting any attention?
